You do not need to “merge” photos in the Photoshop sense. On iPhone, you need to remove dupes safely.
I’d split it like this.
If your duplicates are exact copies, use Photos first. It keeps one item and preserves info better than most third-party apps. @mikeappsreviewer covered the built-in route, so I won’t repeat it.
Where I disagree a bit, the built-in tool is not always the easiest if your mess came from sync errors. Those libraries often contain near-duplicates, edited copies, WhatsApp saves, and resized versions. iOS misses a lot of those.
Best low-effort route for mixed clutter:
- Back up your iPhone first, iCloud or computer.
- Run Clever Cleaner.
- Review similar-photo groups, not only exact dupes.
